The Goliad Economic Development Corporation was created by the voters of Goliad, to strengthen our local economy by attracting new investment, supporting existing businesses, encouraging entrepreneurship, creating quality jobs, and expanding opportunities for current and future generations. Working in partnership with the City of Goliad, the VEDC Regional Partnership, local businesses, educational institutions, and regional organizations, we are committed to building a strong and resilient economy that benefits our entire community.

The Goliad EDC has board meetings once a month.  These open and public meetings are held on the 3rd Wednesday of each month at 6:00 pm.

Meet The Board

The Board is comprised of seven (7) members, appointed by City Council.  Board members serve two-year terms.

The Goliad EDC is always accepting board applications so that we may always have a pool of citizens willing to serve their community.  Applications will be held for one year from the date received.

Robin Alaniz

Chairman of the Board

Robin Alaniz is a public servant that has been a part of Goliad for 18 years.
She is currently an Alderman for the City of Goliad. She also represents
Goliad as a board member of the Golden Crescent Regional Planning
Commission where she serves on the REDAC and RERAC committees. At
the state level, she is a member of the Municipal Solid Waste Management
and Resource Recovery Advisory Council at TCEQ and serves the Unified
Scoring Committee. All these positions allow Robin to bring information to
Goliad to make it a more prosperous community.

Robin brings to the EDC an understanding of not only of Goliad, but of the
region and how Goliad is part of the region. She is aware of the deep
history of Goliad and want to keep preservation of this history in all
decisions made on the EDC

Robin graduated from North Harris Community College School of Nursing.
She has worked for close to 30 years as an RN in various capacities. She
volunteers at the Goliad Lions Club and the Astron Club, both community
service organizations. Robin is also a photographer of events in Goliad.
She uses these photos to promote Goliad (City, County, Chamber, EDC….)

Michael De La Garza

Secretary

My name is Michael DeLaGarza, and I am proud to have been born and raised in Goliad. As an
eighth-generation Texan, my family’s roots trace back to the settlement of Presidio La Bahia,
giving me a deep appreciation for the history, values and traditions of our community. I
graduated from Goliad High School in 1986 and proudly served in the United States Army
before continuing my education at the University of Houston-Victoria, where I earned a
Bachelor’s degree in Criminal Justice.
For the past 22 years, I have had the privilege of serving the citizens of Goliad County as the
Precinct 1 Constable. In addition to my public service, I have worked in operations at Dow
Chemical for the past 27 years. I am also a local small business owner and operator and was
deeply honored to receive the City of Goliad’s Economic Ally of the Year Award in 2025.
As a lifelong resident, I care deeply about the future of Goliad and remain committed to
supporting the growth, success and prosperity of our community. It is truly an honor to serve on
the Goliad Economic Development Corporation, and I look forward to contributing to the
opportunities and progress ahead.

Clarence Robinson

Director

Clarence Lee Robinson is a member of the Goliad economic development board for almost a year, as a
director on the EDC. He brings small town knowledge to Goliad being born and raised in the old Goliad
County hospital. Clarence brings a complete understanding of the issues that Goliad faces which could
prove vital to the success of Goliad’s EDC, Clarence has a combined 33 years of military service and
made it a career and reached retirement. Which could bring some knowledge to the board, Clarence is a
1984 graduate of Goliad high school he joined the board in 2025 Clarence resides in Goliad and now
serves on the economic development board.

Ramiro Rubio

Director

Ramiro Rubio has served as a board member of the Goliad Economic Development Corportation since 2025. He also served on the Planning and Zoning Board.

Jimmy Garcia

Director

Born in Newton, Kansas in 1969, I relocated with my family to Goliad in 1974, my father's hometown. My mother, Vera, was born and raised in Newton, while my father, Tony Garcia, is a fifth-generation Texan and lifelong Goliad resident. I am a proud 1987 graduate of Goliad High School and continued my education at Victoria College.

I have been married for over 33 years to the former Norma Rodriguez of Charco. Together, we have raised three wonderful children and are blessed with two grandchildren—with a third on the way.

Professionally, I began my career with the Texas Department of Criminal Justice before transitioning into the chemical industry, where I’ve worked as a chemical process operator for the past 17 years.

Community service has always been a core value of mine. I volunteered with Goliad Little League for more than 20 years, serving as League President for seven of those. One of my proudest accomplishments was leading the complete renovation of the league complex in 2014. I've also coached for the Goliad Youth Football League and helped organize off-season travel teams for Goliad High School baseball and softball.

I am honored to serve in my second term as an Alderman on the Goliad City Council and remain committed to supporting the growth, pride, and vitality of our community.

Steven Koehne

Director

Steven Koehne is a local business owner who was born and raised in Goliad. He brings firsthand  understanding of business development and community growth to GOLIAD EDC’S board.

With experience in growing his own business, he has a separate passion to want to help his hometown grow along with helping individuals with their own American dream of
having their own business.

He graduated from Goliad HS back in 2016, and gave the city life of Houston a try, but it only took him a year to want to come back to the small-town life.

Aside from his achievements that he gave to the Goliad schools academically and in athletics, this is
his first step into being more involved with the Goliad community and it’s just the beginning for him and his involvement with this town.
